In December 2007, the Town Office in Ustrzyki Dolne commenced to implement a monitoring system in the town. The system is aimed at establishing safety zones in the most troublesome sections.
As shown by practice, in zones with cameras, a radical decrease (in some cases even down to zero) is recorded with respect to the number of attacks, hooligan events, thefts and destruction of property; compliance with traffic regulations is on the rise. According to the possessed information, the crime rate in the monitored areas drops by 25 – 75%. Visual monitoring increases attractiveness of city centres and railway stations with respect to trade, tourist and cultural purposes. However, it is necessary to remember that introduction of monitoring does not have a significant effect on decreasing the crime rate in the entire town, as pathological phenomena are “shoved” to the zones which are not encompassed by monitoring.
A condition that is necessary for proper functioning of the system is combining the monitoring system with police activities which, in the Ustrzyki conditions, has already been performed on the basis of relevant agreements. Currently, the system encompasses eight cameras (including three rotating ones) and an observation centre in the Poviat Police Department in Ustrzyki Dolne. The created system is based on the state-of-the-art visual equipment available at the market, complying with requirements set for observations of great sports events and guaranteeing, if such need be, complete identification of persons.
We would like to extend the system by placing additional cameras on the market square, by Dworcowa Street (vicinity of the bus station and the railway station) and along the main street of the town. So far, the commune has made outlays amounting to PLN 100,000 for the purpose of initiating the system; unfortunately, its financing capacity in this respect has almost been exhausted. Complete and rapid implementation of these premises will therefore depend on co-participation of economic and trade entities, banks and other institutions interested in ensuring protection for themselves and for others.
Compared to other, especially bigger towns, Ustrzyki is an oasis of peace. For our town that has numerous tourist attractions, strengthening such image in the general awareness has basic significance, as it translates directly to the number of tourists and guests who arrive here; this, in consequence, brings greater direct benefits to the inhabitants of the town over Strwiąż. Therefore, it is in our common interest to contribute to development of the town monitoring system.
The Cultural Centre in Ustrzyki is a local government institution of culture which operates on the basis of a charter.
As a cultural institution, it implements tasks in the area of education and popularization of culture among children, young people and adults by organizing various forms of collective participation in culture.
Our centre organizes cyclical film screenings, fine art exhibitions, photography exhibitions, as well as meetings and lectures with outstanding people.
